Carol Biddle, MSW
Co-Founder and Executive Director Emerita

Carol shares the leadership of NCAP, with Adam, as Co-Founder and Executive Director Emerita – a position to which she brings organizational leadership and program development expertise in child welfare and children’s mental health. Carol was the co-founder and served as CEO for 30 years of Kinship Center, a highly respected California nonprofit that achieved a national reputation in adoption, fostering-to-permanency, permanency-competent mental health clinics, adoption wraparound, relative caregiver services, and permanency-focused parent and professional training programs. Under Carol’s leadership, Kinship Center pioneered advocacy for family-based care and for permanent families during a time that residential care was the norm. She was an early leader in open adoption practice and LGBT adoption when both ideas were politically controversial. Carol was also a pioneer in developing permanency for developmentally challenged and medically fragile children and trained that practice skill in several states. Kinship Center championed siblings being placed together and demonstrated how focused recruitment works. The evidence- informed training and coaching for families resulted in sustaining permanent families. Carol was honored as an Angel in Adoption by the US Congressional Coalition on Adoption Institute in 2006.

Carol uses the volunteer expertise of community and business leaders expertly, has a proven track record in creating effective staffs and boards of directors, including on development, fundraising and engaging major donor investment. She sought a strategic merger of her organization with a larger one ensure succession planning and sustainability of the model programs created under her leadership. In the merged organization, Carol led the development program and more than doubled the donor investment.

Carol is available with Adam to provide – among other services – organizational consultation in program analysis and/or development, board development, executive coaching, executive search strategies for boards replacing organizational leaders, strategies in fundraising and donor development, merger planning , advocacy strategies, staff/client training to achieve excellence in program outcomes, and development of training curricula.
